[Problem] To provide a binding device used in a reinforcing bar assembly device with which the assembly of reinforcing bars in columns and beams can be automated. [Solution] A reinforcing bar assembly device, with which the assembly of reinforcing bars can be automated, is provided with: a lower binding unit that divides a shear reinforcement bar into a bottom component and another component, and binds the intersection of the bottom component and the main bar; an upper binding unit that binds the intersection of the main bar and the other component of the shear reinforcement bar; and an operation means for moving the lower binding unit and the upper binding unit to predetermined positions and performing a binding operation. The lower binding unit is disposed lower than the bottom component of the shear reinforcement bar, and is capable of rising at least to a position of reaching the intersection of the bottom component and the main bar. The upper binding unit is disposed above the shear reinforcement bar, and is capable of falling until reaching the intersection of the main bar and the other component excluding the bottom component of the shear reinforcement bar. The control means controls the binding operation and the movements that the lower binding unit and the upper binding unit are caused to go through by the operation means.
