PROBLEM TO BE SOLVED: To provide a pipe seal structure and the like capable of replacing a sealing member such as a ground packing while simplifying maintenance work.SOLUTION: A pipe seal structure comprises: an end plate 11 sealing a wall of a building in which a through-hole penetrating inside and outside of the wall is provided from an existing pipe 7 inserted into the through-hole; an attachment member; and a bellows member 13, the end plate 11 including two split end plates 21 forming a storage space 38 between the existing pipe 7 and the split end plates 21 and arranged along an outer circumference of the existing pipe 7; a ground packing 22 stored in the storage space 38; and a pressing member 24 pressing the ground packing 22, the two split end plates 21 each including a position restriction section 42 provided on one side in a pipe axis direction and restricting a position of the ground packing 22, and a storage opening 41 provided on the other side in the pipe axis direction for storing the ground packing 22 in the storage space 38, and the pressing member 24 pressing the ground packing 22 from a storage opening 41-side and being fixed to the two split end plates 21.
