PROBLEM TO BE SOLVED: To reduce the length of a valve housing and eliminate the influence of dynamic pressure of fluid in a second port to the plunger of a solenoid drive part to perform accurate control of a valve opening, in a pressure balance type solenoid control valve which proportionally varies the opening of a valve element by balancing the electromagnetic force of the solenoid drive part with the spring force of an adjusting spring to cancel the influence of a difference between the pressure of a first port and the pressure of the second port to the valve element.SOLUTION: A solenoid drive part 5, an adjusting spring 83 (set adjusting part 8), a pressure equalizing chamber 13 and a diaphragm 4 (pressure sensing part) are provided on an opposite side from a valve port 22 with respect to a valve element 31 on the axis L of the valve port 22. A cover 6 through which a connection rod 323 is inserted is provided between the pressure equalizing chamber 13 and a plunger 53. By a gap between an insertion hole 6a of the cover 6 and the connection rod 323, a flow of fluid from the pressure equalizing chamber 13 to a plunger 53 side is throttled (regulated).
