PROBLEM TO BE SOLVED: To provide a wheel construction and a hand cart with the wheel construction which allows easy braking and prevents quick stop.SOLUTION: A wheel construction (3) includes a rotation body (40) which can rotate around an axle (39) and rotation of which is stopped by a brake member, a wheel (20) which is coaxial with the rotation body (40) and can rotate around the rotation body (40), and a relative rotational resistance member (50) which is positioned between the rotation body (40) and the wheel (20) and exerts resistance force on relative rotation therebetween.SELECTED DRAWING: Figure 7
