PROBLEM TO BE SOLVED: To provide a gradient estimation device capable of estimating a gradient with high accuracy.SOLUTION: A gradient estimation device 10 mountable on a vehicle A, includes: a first input unit 10a configured to acquire acceleration in a front-back direction of the vehicle A; a second input unit 10a configured to acquire rotation angular speed of the vehicle A; and a mountain road determination unit 10c configured to, when situation where based on the acceleration in the front-back direction of the vehicle A and the rotation angular speed of the vehicle A, a travel road on which the vehicle A travels is determined to be a slope road and a curve road is continuously detected for a predetermined period, generate a shift-up suppression signal for suppressing shift-up of an automatic transmission 3 of the vehicle A.SELECTED DRAWING: Figure 1
