PROBLEM TO BE SOLVED: To provide an image processing device that enables accurate prediction of encoding complexity representing coding complexity in re-encoding from a first type of stream to a second type of stream.SOLUTION: A device according to the present invention includes an acquiring unit 431 that acquires information on one or more re-encoded macroblocks that have been re-encoded before the scheduled re-encoding macroblock in which re-encoding from the first type of stream to the second type of stream is performed and a prediction unit 433 that predicts the encoding complexity of the re-encoding performed on the scheduled re-encoding macroblock on the basis of the information on the one or more re-encoded macro-blocks.SELECTED DRAWING: Figure 4
