To provide a recognition processing device that can generate a text by which change of a peripheral situation of a vehicle can be comprehensively predicted, a vehicle control device, a recognition control method and a program.SOLUTION: The recognition processing device comprises: a peripheral situation recognizing part (132) that recognizes the class of an object in a periphery of a vehicle and a positional relation between the object and the vehicle; an object recognizing part (134) that selects words indicating the class of the recognized object by the peripheral situation recognizing part and words indicating the positional relation between the vehicle and the object; and a text generating part (138) that generates a text including the selected words indicating the class of the object by the object recognizing part and the selected words indicating the positional relation between the vehicle and the object by the object recognizing part, which explains the recognized peripheral situation by the peripheral situation recognizing part.SELECTED DRAWING: Figure 2
