To enable enhancement of heat efficiency to a raw material and a catalyst, and homogenization of a thermal decomposition reaction.SOLUTION: A decomposition evaporation tank 6 is divided into an upper agitation part 16A, a middle agitation part 16B and a lower agitation part 16C, in the upper agitation part, a raw material input into the decomposition evaporation tank with drawing the same to center and dropped into the middle agitation part, in the middle agitation part, the raw material is agitated with drawing the same to periphery and dropped to the lower agitation part, and in the lower agitation part, the raw material is forwarded and agitated with drawing to center, and a residue is discharged from center to outside of the tank.SELECTED DRAWING: Figure 1
