To provide a vessel performance estimation device and a vessel performance estimation program capable of universal improvement in estimation accuracy of a navigation state quantity of a vessel in an actual sea area, etc.SOLUTION: A vessel performance estimation device includes: a data estimation unit 12 for estimating a navigation state quantity of a vessel under navigation conditions including assumed value of various relative elements by using one or a plurality of regression analysis models created based on past navigation track record data of the vessel with the navigation state quantity of the vessel as an objective variable and a plurality of relative elements imparting influence to the navigation state quantity as an explanatory variable; a theory estimation unit 11 for estimating the navigation state quantity of the vessel under the navigation conditions by using one or a plurality of physical models of the vessel; and an estimation integrated unit 13 for calculating an estimation value of the navigation state quantity of the vessel under the navigation conditions based on the estimation result by the data estimation unit and the estimation result of the theory estimation unit.SELECTED DRAWING: Figure 2
