Abstract:
To provide a moving image encoder and a moving image decoder for reducing an influence of processing delay even when a tile size is not limited to an integer multiple of a CTU size.SOLUTION: The moving image decoder includes a header decoding unit for deriving a minimum tile size value and decoding or encoding a difference value from the minimum tile size value, derives a tile size with a sum of the minimum tile size value and the difference value, and decodes the derived tile size.SELECTED DRAWING: Figure 5
