To provide a determination system and a determination program that can reliably determine whether a store is in business.SOLUTION: A determination system includes: an acquisition unit 231 that acquires a store image, which is an image of a store; a store information DB 222 that stores business hours of the store; a first determination unit 232 that determines whether a light of the store is on during the business hours of the store based on the store image acquired by the acquisition unit 231 and the business hours stored in the store information DB 222; and a second determination unit 233 that determines whether the store is in business based on a determination result of the first determination unit 232. When the first determination unit 232 determines that the light of the store is not on during the business hours of the store, the second determination unit 233 determines that the store is not in business.SELECTED DRAWING: Figure 1
