To provide an adhesive and an adhesive tape that have excellent resistance to sebum and drugs and can exhibit high adhesion.SOLUTION: An adhesive contains a (meth) acryl copolymer containing a constitutional unit derived from a fluorine-containing monomer, and a terpene phenol tackifier.
