To extremely easily perform personal identification and register personal profile items such as name and address at the time of member registration of service to be subscribed on the Internet.SOLUTION: Membership registration of any service to be subscribed on the Internet has common items such as a personal authentication certificate and name and address, but users are forced to input the same request item every time they subscribe to many services. Thus, it is conceivable that certain users are disconnected. In order to solve the above problem, the present invention is a general purpose ID issuance management system between a user terminal and a server of a service provider, and has user information storage means for storing profiles of respective users. The general purpose ID issuance management system also has a function of registering profile data registered by a user and a personal confirmation certificate on a block chain.
