To provide an easily placeable drain pile by reducing friction force between the drain pile and the ground when the drain pile is placed, a drain pile construction device and a construction method of the drain pile.SOLUTION: A drain pile 1 is buried around an electric pole and capable of discharging ground water to the outside, and has an outer pipe 10 having an outer peripheral wall 11 having no hole, and an inner pipe 20 storable inside the outer pipe 10 and having a base part 21A formed with multiple water-passing holes HW for passing the ground water. The inner pipe 20 can be moved to a first state with the base part 21A arranged within the outer pipe 10 and to a second state with the base part 21A protruded downward from a lower end of the outer pipe 10.
