To provide a motion picture processing device and a motion picture processing method that can improve the image quality of a motion picture.SOLUTION: A motion picture processing device 20 according to an embodiment includes a positional information extraction unit 21 that extracts positional information of a saturation region 51 that has received spot light SP causing the generation of an afterimage ZA in a first frame 31, an afterimage region extraction unit 22 that extracts an afterimage region 52 corresponding to the saturation region 51 in a second frame 32, a motion information calculation unit 25 that calculates motion information V2 of the afterimage region 52 using motion information V1 on the motion between the second frame 32 and a third frame 33, a candidate region extraction unit 26 that extracts a candidate region 53 matched with the afterimage region 52 in the third frame on the basis of the motion information V2, and an afterimage region correction unit 27 that corrects the afterimage region 52 using candidate region data, where the first frame 31, the second frame 32, and the third frame 33 constitute a motion picture.SELECTED DRAWING: Figure 5
