To make it possible to produce hydrogen stably and efficiently.SOLUTION: A hydrogen production apparatus of an embodiment of the present invention comprises an electrolysis unit and an electrolytic power control device. The electrolysis unit produces hydrogen in the electrolysis of water using an electric power supplied by a power supply. The electrolytic power control device controls the supply of an electric power from the power supply to the electrolysis unit. Here, the electrolytic power control device begins the supply of the electric power from the power supply to the electrolysis unit when a power-unsupplied time exceeds a preset time, after determining as to whether or not the unsupplied time, during which the electric power is not supplied from the power supply to the electrolysis unit, exceeds the preset time.SELECTED DRAWING: Figure 1
