If the absolute value of the deviation DELTA I is smaller than the threshold value Xdiel, feedback control of an ISC valve is continued (S23). When the absolute value of the deviation DELTA I becomes greater than the value Xdiel, countdown of a countdown timer (T) is started (S36), and the control mode is switched over to open-loop control to drive the ISC valve (S33) so that the value in the timer becomes 0 (S32), whereby idling is stabilized despite the fluctuation of the engine load.
