To provide an information collection system for creating an M&A scheme and an information collection method for creating the M&A scheme having higher possibility by using business information which a rating company has been unable to obtain conventionally.

In the information collection system 1 for creating the M&A scheme, an M&A intermediary business entity 200, one or a plurality of candidate companies 210, 220 and 230 desiring the creation of the M&A scheme and an application service provider (ASP) 240 are electrically connected with one another via a communication line 250. The ASP stores and keeps pieces of the business information indicating general business activities including the finance, accounting, and taxation business of an own company in each candidate company by every candidate company. The M&A intermediary business entity 200 is constituted so that it has a function for obtaining necessary information regarding the candidate companies 210, 220 and 230 from the ASP 240 and creating the M&A scheme for each of the candidate companies.
