To enable a parked vehicle to positively avoid suffering damage such as submersion of the vehicle under water even when an operator/driver of the vehicle is located away from the vehicle.

When a first determination means 105 detects that an emergency response time has come and a second determination means 106 determines that an operator is not in such circumstances that he or she can perform emergency response to the vehicle, a selection means 107 selects a candidate who is in such circumstances that he or she can perform emergency response to the vehicle, as an authority delegated person from among authority delegation candidates registered beforehand, and an authority delegated person addressed notification means 109 notifies the selected authority delegated person that the emergency response to the vehicle is requested to the person, together with information concerning the current location of the vehicle detected by a vehicle location detection means 21, and a biometrics management means 104 compares and collates biological information for collating input by a user (authority delegated person) in biometrics with registered biological information registered beforehand for the pertinent authority delegated person.
