To cancel substantially confinement in a display color mode which can be treated in one screen as well as implementing a frame buffer markedly at a small memory space, and furthermore to implement filtering out of a blocking distortion by attaching of hardware as few as possible.
A picture which constitutes one screen is divided into blocking of 8x8 and they are compressed by a discrete cosine transform, respectively. When this compressed image data is decoded, a blocking 2x2 of 8x8 is read out one by one as a unit, and arranged along with a scanning line to either side of a side memory 47c and B side memory 47d. From a memory of second portion, datagram is read out along with the scanning line, a distortion produced between blockings included in 16 lines is eliminated by taking weighted averages before writing in memory first about a vertical direction, and is eliminated at the time of reading out for indication about a horizontal direction. A blocking distortion between regions which make 16 lines as a unit is eliminated by reading a first line of B side memory 47d at the time of readout of the last line from A side memory 47c.
