The power consumer 100 is provided with a watt-hour meter 120 having a transmission/reception part 121 and a consumer information terminal 130 which is terminal equipment having a transmission/reception part 131, an input part 132 and an output part 133. A power supplier 200 is provided with a supplier service server 220 as a management device having a transmission/reception part 221. The supplier service server 220 refers to consumer attribute data such as past power using amount data in response to a request from the consumer information terminal 130, decides an allowable power amount and a flat rate power charge, prepares a corresponding flat rate system supply contract estimate, transmits it to the consumer information terminal 130 and makes a contract.
