To provide a system and a method for creating production planning which enable stable operation and secure stable quality by preventing trouble during production.
When the production timing of products at respective production facilities is set, production start time is allotted in a set cycle chance according to the shortest lead time which is necessary at a minimum for transportation and the longest lead time which is requested for stable operation, quality, and energy saving to perform the stacking. Then the destacking in which the longest lead time is taken into consideration for a neck process exceeding the production capacity of facilities is carried out and a propagation process meeting conditions of the longest lead time and shortest lead time is carried out between an upstream process and a downstream process to the production start time changed in the destacking.
