To provide an image display controller capable of reducing persistence on a display screen without omitting information to be displayed nor generating a blanking part.

In the image display controller 1, a resolution conversion part 12 converts the resolution of a specified area of an input image at a specified reduction rate and converts the resolution of the other area at another enlargement rate once a still picture detection part 15 and a time measurement part 16 detect the input image not changing for a certain time. When no change of the input image is detected for another certain time, a timing control part 14 for position change moves the positions of the largest reduction rate and/or the largest enlargement rate.
