To provide a plant operating method by rationalizing a plant starting procedure, while keeping safety in a plant, and suppressing losses in a plant operation stoppage to a minimum, and to provide its apparatus.
The apparatus includes an apparatus state evaluating part 3 for fetching signals from an apparatus monitor part 1 and a seismometer 2, and evaluating the state of each plant constituting apparatus; a plant risk evaluating part 6 and a starting failure risk evaluating part 7 for acquiring an importance degree evaluation result from the evaluation and information intrinsic to the plant, which is previously stored in a plant database 4 and an apparatus database 5; a patrol priority degree evaluating part 8 for deciding the priority order of repair corresponding to the importance degree of each plant constitution apparatus, through the use of the importance degree evaluation result of each apparatus; a plant stop starting failure risk economic loss evaluating part 11 for calculating the loss predicted value concerning plant start up, based on the priority order; and a plant start priority degree determining part 12 for adjusting the start up timing, so as to allow the loss predicted value to be a minimum which is not larger than a prescribed value.
