An operation control means 7 manages a present electric power load, a present hot water supply heat load and a present terminal heat load, in addition to a time-series electric power load, a time-series hot water supply load and a time-series terminal heat load in a heat-consuming terminal, determines a time zone for operation capable of conducting energy saving by the operation of the cogeneration device 3 on the basis of managed information, and operates the cogeneration device 3 in the time zone for operation. Further a prohibition time zone setting means R is mounted for setting a prohibition time zone prohibiting the operation of the cogeneration device 3, and the operation control means 7 prohibits the operation of the cogeneration device 3 in the prohibition time zone set by the prohibition time zone setting means R even in the time zone for operation.
