To perform a failure diagnosis of a ground fault detection circuit without generating a ground fault artificially.
When a detection of a ground fault is performed, a battery controller 35 outputs a rectangular pulse signal to a ground fault detection circuit 13, and detects a ground fault on the side of a battery pack 5 via a coupling capacitor 32, on the basis of an input pulse signal input through the detection circuit 13. When the detection circuit 13 like this is diagnosed, the battery controller 35 outputs to the detection circuit 13, a rectangular pulse signal whose period is longer and frequency is lower than a rectangular pulse signal used when a ground fault on the side of the battery pack 5 is detected by the detection circuit 13. The frequency of this rectangular pulse signal is lower than that of the rectangular pulse signal used when a ground fault on the side of the battery pack 5 is detected, and a frequency which does not exert any influence on the battery pack 5 side is chosen. On the basis of the input pulse signal from the detection circuit 13, a failure diagnosis for the detection circuit 13 is performed.
