To provide a method and a device for handling crisis management regarding a future phenomenon.

A sponsor 12 designates a product regarding a phenomenon where a result within a certain range can occur in the future. An order concerned party 13 presents a contract regarding a predetermined phenomenon and a corresponding result range. The contract specifies rights given to the order concerned party and a counter value given to a counterpart concerned party 14 on a future date with respect to each result. Independently of the contract, the counterpart concerned party inputs data regarding a perspective of a probability of each result within a predetermined range occurring in the future. A processor 20 evaluates each contract by calculating a counter value to the counterpart concerned party from registered data, and it concludes a contract by comparing the presented counter value and the calculated counter value. A concluded contract can be traded until expiration. The processor processes an exchange of rights between concerned parties with a concluded contract at expiration of the contract.
