To provide a natural symbiosis traffic system on a slope or the like for pedestrians, vehicles and goods.

A terminal 161 abutting on a road in the vicinity of a slope is constructed, and a parking lot 162 for general use and a parking lot 163 for business use are constructed. An incline elevator 164 for passengers and a vehicle/goods transportation cable 165, which are aerially installed as a vertical traffic line starting from the terminal, are connected with the parking lot 162 for general use and the parking lot 163 for business use to form traffic lines, respectively. A road for pedestrians and a road for vehicles, which are formed aerially or on the ground along a contour line as a horizontal traffic line, are made to intersect the vertical traffic line to form a multi-level crossing. The individual roads are connected with the incline elevator for passengers and the vehicle/goods transportation cable as a traffic line, respectively.
