To provide a filling member which is used for facilities for storage and/or permeation of rainwater and the like and which can be constructed by easily aligning the directions of guiding the rainwater and the like, and a construction method therefor.

The filling member 30 is infilled by being provided in a longitudinally/laterally and vertically continuous manner in a storage part 10 for storing the rainwater and the like, an inclined plate part 32 is provided as a guide means for guiding the rainwater and the like, flowing into the storage part, in a prescribed direction by means of gravity, and a top surface of the inclined plate part 32 is provided with a mark M for indicating a direction wherein the rainwater and the like are guided. The filling member 30C is equipped with connecting parts to be vertically stacked, and the inclined plate part 32 for guiding the rainwater and the like, flowing into the storage part, in the prescribed direction; and the connecting parts 31 and 31A, which are different in the shape from each other, can be provided in a vertically continuous manner only when the directions of guiding the rainwater and the like correspond to each other.
