A process data storing part 4 stores a measurement value of process data obtained through a process controller 2 and data, such as various parameter setting values. A demand predicting part 5 predicts quantity demanded per unit time on the operating day for one day on the basis of the actual results of past demanding places obtained from the process data storing part 4 or weather information and other data. An operation planning part 6 calculates a device start and stop plan per unit time on the day on the basis of the quantity demanded per unit time for one day predicted by the demand predicting part 5 and the measurement value of the process with a genetic algorithm encoded by an integer gene.
