Many base stations connected to a network are grouped in every neighboring section. For a mobile terminal (m) located within the area of a base station y2 belong to a group Y, its care of address y2 is registered in a home base station x1 in advance. When a packet P1 addressed to the mobile terminal (m) is incoming to the home base station x1, it prepares two copies of the packet P1, then capsulates the three packets P1 in total to form packets P2, P3, P4, respectively, and transfers them to all base stations y1, y2, y3 belonging to the same group Y as the care of address y2. The same packet P1 is distributed to the mobile terminal (m) from all the base stations y1, y2, y3, and hence the terminal (m) can receive the packet from any one of the base stations in the group Y even during moving at a high speed.
