A plurality of clusters produced in a cluster production chamber 10 are selected by a mass filter 14 every sizes and are introduced to a deposit chamber 16. The cluster of a predetermined size is deposited on the base in this deposit chamber 16. In the mass filter 14, a specific area of a metal constituting the cluster is made larger by selecting a relatively small cluster and the catalyst having high activity can be obtained by selecting the cluster of a predetermined total atomic number. Thus, an electrode catalyst for a fuel battery having high activity can be obtained. A platinum catalyst is preferable as a catalyst for generating hydrogen from hydrocarbon for the fuel battery.
