To provide a medium issuing device and a medium issuing system, which can facilitate medium issuance utilization by completely automating issuance of a medium, reception of a lost report and a re-issuance job, and reduce office counter jobs by eliminating the need of the work of a person in charge relating to the medium.
This medium issuing device for issuing the medium having information of a money amount value is provided with: a read means for reading identification information intrinsic to the medium; an input means for inputting money amount value information of the medium and intrinsic information specifying a purchaser; a storage means for storing the identification information intrinsic to the medium read by the read means and the intrinsic information of the purchaser inputted by the input means; and an issuing means for issuing the medium corresponding to the information stored in the storage means.
