To provide a device for conducting detoxification treatment of contaminated soil including organic halogen at low cost.

This device is provided with a contaminated soil pit 12, a refuse pit 14, a fluidized-bed furnace 18 for receiving the refuse and the contaminated soil including the organic halogen supplied from the refuse pit and the contaminated soil pit and heating them in a fluidized bed 16 and carrying out thermally decomposing and gasifying treatment, a melting furnace 20 for receiving the gas and ash components generated by the thermally decomposing and gasifying treatment and burning the combustible gas and melting the ash components, and a means for drawing the remaining soil in the fluidized-bed furnace from a bottom of the fluidized-bed furnace after the thermally decomposing and gasifying treatment is applied to the contaminated soil.
