To provide a device for cleaning the outer peripheral surface of a rotator which allows easy replacement of a felt as a cleaning member and an oiling member; can be routinely oiled with a lubricant such as an oil or a grease for a long time; is free from an oiling failure due to absentmindedness; and can save a manufacturing cost, and an offset rotary press equipped with this device.

In the device for cleaning the outer peripheral surface of a rotator which does a cleaning work by pressing the cleaning member to the outer peripheral surface of the rotator, a cassette which detachably retains the cleaning member; a guide holder which has the cassette mounted in such a state that the cleaning member is directed, protruding, to the outer peripheral surface and secured with the help of a pressing means; and a fastening means for the guide holder, are provided. In addition, the cassette and the cleaning member can be attached to/detached from, in one piece, the guide holder resisting the pressing means and the pressing means presses the cassette to urge the cleaning member toward the outer peripheral surface. Besides, an oiling nozzle with its tip to be forced into the cleaning member is provided and connected with an oil feeder.
