PROBLEM TO BE SOLVED: To facilitate the control of a recording and reproducing device, such as the program reservation and operation of the recording and reproducing device. SOLUTION: Information offered by a program information providing institution 40 is inputted to a computer 20 through a network 30 by a network communicating means 22 and is recorded in a recording means 24 by a recording and reproducing device control means 23. The information is information of a program table, program broadcasting time change or the like and is shown by a displaying means 26 whenever necessary. When a user inputs an operation command from an operation inputting means 25, the contents of the command is processed by the means 23, recorded in the means 24 and is also sent to a recording/reproducing means 13 via communicating means 21 and 11. A recording and reproducing device 10 performs the command inputted to the means 13 and writes information to a video recording medium 15 or reads information from the medium 15.
