To make lifting and lowering operation of a toilet seat sanitary and simple by using a toilet seat lifting and lowering lever.

The toilet seat lifting and lowering lever has one fixation window (M) and is provided with: a function of firmly fixing the fixation window (M) to the rear surface of the toilet seat by inserting the fixation window (M) between a toilet seat cushion and a toilet seat cushion fixation hole; and a function of simply attaining the lifting and lowering of the toilet seat by operating a lever portion extending to the outside of the toilet seat. L (the length of the fixation window), R (the boring radius of both ends of the fixation window), W (the width of the toilet seat lifting and lowering lever), D (the thickness of the toilet seat lifting and lowering lever), and N (the full length of the toilet seat lifting and lowering lever) as the parameters of the fixation window are within the ranges of specific numerical values.
