To provide a data creation device capable of creating data with very high reliability and consistency, a data verification method, and a data verification program.

On DB data 101 created as an XML (Extensible Markup Language) document by manual input of an operator, a data processing device 100 performs primary verification (validity verification) based on a DBL primary schema 102 and secondary verification for securement of reliability and consistency, which is hardly secured in the primary verification, for the DB data 101 by using a data verification XSLT 103 and a DBL secondary schema 105. Especially, the data processing device 100 performs detailed data verification by referring/comparing/collating individual data elements of the DB data 101 on the basis of the data verification XSLT 103 and outputs the verification result as a DB data XSLT verification result 104. Then, on the basis of the DBL secondary schema 105, validity to the DB data XSLT verification result 104 is verified for automatically finding a part needing correction in the DB data 101.
