A service center has an authentication information storage storing authentication information of each originator so that it is correlated with the originator ID, and a transmission permission information storage storing an originator permission list in which originator IDs concerning transmission permission are listed correspondingly to predetermined designated information. The service center accepts a message containing "originator recognizing information and designated information" from an originator B, and acquires the "originator ID" corresponding to the "originator authentication information" contained in the accepted message to specify the originator. Further, the service center acquires the "originator permission list" corresponding to the "designated information" contained in the accepted message from the transmission permission information storage, and permits the transfer of the message on condition that the "originator ID" specified above is contained in the "originator permission list".
