Tokens issued at a predetermined rate per unit time and permitting packet transmission of a predetermined data quantity are accumulated. The tokens accumulated in a token accumulating means are consumed for packet data quantity in packet transmission, and the residual quantity of the token is calculated. In transmission of a priority packet, the priority packet is transmitted even if the token is in shortage, and the residual quantity to be a negative value is calculated. A result of calculation is stored as a token residual quantity in the token accumulating device. The packet data quantity permissible to be transmitted as the residual quantity of tokens accumulated in the token accumulating device is compared with the data quantity of a non-priority packet to be transmitted, and if they are equal or the former is larger, the transmission of the non-priority packet is permitted.
