To avoid development of transient negative pressure at a time of deceleration due to quicker response of a negative pressure control valve than a variable valve mechanism in am intake air control device for an internal combustion engine achieving control of intake air quantity by variable control of valve lift characteristics of a intake valve.
A steady target load tQH0S is calculated (B11) from accelerator opening APO and engine rotation speed Ne, and a target angle tVEL (B12) lift/operating angle of a first variable valve system and a target angle tVTC (B13) of a center angle of a second variable valve mechanism are determined accordingly. A target load after delay processing tQH0D is determined by weighted average (B16) of the steady target load tQH0s and a previous target load tQH0Z, and is compared with the steady target load tQH0S, and the relatively larger value is selected as a target load for the negative pressure control valve tQH0 (B17). Since the target load is given in a shape accompanying delay at a time of deceleration, opening of the negative pressure control valve is corrected to make the same larger and development of negative pressure can be avoided.
