To reduce communication expenses, and to ensure the security of a communication in a remote watching system.

The remote watching system 1 has subscriber's private devices 2 for transmitting a subscriber's private image through the internet 7 and a dial-up connectable telephone line 5 and a server device 4 transmitting a command to the subscriber's private devices 2 for receiving the image from the subscriber's private devices 2 and transmitting the image to a user terminal 3. The server device 4 stores the command received from the user terminal 3 in a command cue 42. When dials to the subscriber's private devices 2 are cut in a specified number or less, the devices 2 gain the command from the command cue 42 by a dial-up connection while using the cutting as a trigger. When dial-up connected abnormal events are generated in specified frequencies when there is no command in the command cue 42, the server device 4 receives a dial-up connecting-operation inhibiting command from the user terminal and transmits the command to the subscriber's private devices 2, and inhibits the dial-up connecting operation of the devices 2 for a fixed time.
