To provide an apparatus and a system positively adjusting time between clients by a server by disclosing data to each client at the same time by means of general purpose hardware and software and a network so as to eliminate the impartiality between the users thereby allowing the server to obtain information of the clients with independence.

An information disclosure client 102 is provided with an attached software execution unit 103 in the inside of which an attached software internal timer function unit 104 is provided, and which is located between a browser 106 and a network 107, and establishes first and second unicast connections 108, 109 with the server 101. The attached software execution unit 103 transmits a data delivery request from the browser to the server at a prescribed time (process 152), receives distributed data from the server through the first unicast connection and temporarily stores the data (process 154), sets a server time from the server through the second unicast connection and a distributed data disclosure time to the attached software internal timer function unit (process 154), and transmits the distribution data to the browser when the setting disclosure time comes (process 155).
