When raw water of the polluted water area 5 flows in the decomposition treatment tank 54 from introducing ports 58, etc., it is mixed with and brought into contact with the bottom sludge fixing carriers 56, etc. to be subjected to decomposition treatment. Treated water is taken in an intake port 66 after the bottom sludge fixing carriers 56, etc. by the net 68 of an air lift pipe 60 and raised by the aeration air of an aerator 62 to be returned to the polluted water area 5 from lead-out pipes 64, etc.
