When receiving a contents request from a terminal 201, a cache server 601 acquires contents classification and contents capacity from a server 101 of a contents provider, and decides whether or not the contents are large capacity contents or stream contents. Also, the cache server 601 adds a value corresponding to the contents capacity to first to n-th(n is an integer) traffic showing estimated traffic posterior to a preliminarily decided time in the area 301, and compares this with a threshold preliminarily decided for each area. When it is decided that the contents are the large capacity contents or the like, and the added first traffic is larger than the threshold, the cache server 601 transmits a download feasible estimated time to the terminal 201, and transfers the contents request to the contents server 101 in the case other than the above.
