To provide an organic EL element excellent in transparency and durability, and capable of providing emission luminance even when applying a low driving voltage.

This electrode substrate for this organic electroluminescent(EL) element is provided with an electrode for driving an organic electroluminescent layer, and a base material. The organic EL element is manufactured by using the electrode substrate for the organic electroluminescent element characterized by that the electrode is a layered product comprising a positive electrode of a metal oxide having a work function exceeding 5.6 eV and a metal thin wire. Effects such as decrease of the driving voltage, improvement of emission luminance and improvement of durability can be provided by the work function above 5.6 eV.
