To provide an exterior member, an outside surface cooling structure and an outside surface cooling method, without requiring much cost, while efficiently cooling an outside surface of a building by using water.
In this exterior member 1, a scale-like texture is formed on a surface of a plate-like body part 3. This scale-like texture is formed by continuing a rhombic scale part 5 in a grating shape. The exterior member 1 is stuck to a vertical outer wall of the building so that the scale-like texture is exposed to the surface, to form the outside surface cooling structure of the building. The water dripped from the upper end of the exterior member 1, flows downward on its scale-like texture. At this time, the water forms a uniform and thin water film on a surface of the exterior member 1 by the action of the scale-like texture.
