This network monitoring device is constituted of: a subordinate monitoring device 5a that comprises a route inquiry part that makes an inquiry about a route with respect to each apparatus connected to a prescribed server, a network monitoring part that monitors a response result to the route inquiry, and a network managing database that stores the response result as route information, and that transmits the change information of the route when the stored route information and the route information of the response result are different from each other; and a superordinate monitoring device 8 that comprises a superordinate managaing database that receives the change information of the route from the subordinate monitoring device and stores the change information, and a data control part that operates the change information of the route stored in the superordinate network managing database from a plurality of the subordinate monitoring devices, and outputs the relevant information of the route that has exceeded a reference value when the operation result exceeds the reference value.
