To solve the problem that a favor is only given only to an observer suited to a set viewing level and other observers not suited to the viewing level must put up with viewing when one display is viewed by a plurality of persons in the conventional reproduction protection method.
A display mode determination unit 13 determines a display mode of video information having degrees of reproduction permission for each of the plurality of observers based on inputted personal information of each of the plurality of observers and viewing restriction added to digital video content (a) and makes a decoder 15 perform decoding according to the display mode. As for the decoded video information, display according to the display mode is performed by mutually independent of each viewpoint of the plurality of observers who observe the video information from different positions via an image display means 16 and a local video information output means 17. Thus, TV programs and movies with the same content are simultaneously viewed at ease without caring difference of personal information among the observers.
