To provide an illumination control device in which an outside-pit light of a connection road leading to the entrance and the exit of a tunnel is controlled separately from the entrance illumination light of the tunnel, the exit illumination light, and the base illumination light, and in which a driver can recognize visually the connecting road, and can drive safely.

This is constituted so that starting time of lighting of the outside-pit-light 5 is controlled separately from the entrance illumination light 2 of the tunnel, the exit illumination light 4, and the base illumination light 3. This is also constituted so that the starting time of the lighting in the daytime to the evening is set shorter than that of the entrance illumination light, the exit illumination light, and the base illumination light. Furthermore, the starting time of the outside-pit-light is set to be shorter than that of the entrance illumination light, the exit illumination light, and the base illumination light when outside brightness of the tunnel becomes 16 cd/m2.
